Kampala City Council plans to enact a bylaw which seeks to compel commercial buildings owners to paint their structures ahead of the Commonwealth Heads of Government Summit slated for November.
Under the proposed bylaw, Building owners will be required to paint their buildings as a condition to renewing licenses of traders operating businesses in such buildings.
Kampala Town Clerk, Ruth Kijjambu, last month issued a directive to commercial building owners to paint their buildings, but several people defied the directive.
The central Division Chairman, Godfrey Nyakana, says KCC law enforcement officers are finding it difficult to access some structures because of the security detail and political affiliations of the proprietors.
Nyakana is optimistic that the proposed bylaw could come into effect within two weeks.

Meanwhile Nyakana says he plans to get rid of boda boda bicycles operating within Central Division. The Division Chairman says the bicycles are a disgrace to the image of Kampala City and are a safety risk to the users.
