Former state minister for Health, Captain Mike Mukula, has petitioned the High Court seeking a Judicial review of the IGG global fund report which accused him of abusing his office during his tenure.
The petition stems from recommendations made to President Museveni by the Inspector General of Government (IGG). The IGG, Faith Mwondha, advised that Mukula should be arrested and prosecuted for misuse of public funds
According to the IGG's report, former Health minister, Jim Muhwezi and former Health State Ministers Mike Mukula and Alex Kamugisha are responsible for the misuse of 7.9 billion shillings from the Global Alliance for Vaccines and Immunization. The money was given to the Government of Uganda to enable it to meet the national immunization coverage goals.
But Mukula says that the first Lady's office wrote to him requesting for 210 million shs for mobilization of HIV/AIDS, immunization and safe motherhood activities. He however adds that the first lady used only 53 of that amount and the Balance was through Mukula's office disposited on the government account in Bank of Uganda.
Mukula maintains that he only acted as a conduit through which money was channeled to the first lady. He says that he only provided a cover letter before sending the documents to his senior colleague, in line with the guidelines of the Prime Minister of letting a senior minister to be the one to deal with State House.
Mukula describes as unfair the IGG's recommendation that he be arrested because under normal circumstances he had no other option but to accept to be used as a conduit.
