The Kampala Deputy Resident District commissioner, Joyce Rugasa, has been accused of collecting illegal revenue from kampala central division.
The commission of inquiry probing financial mismanagement in central division today heard that Rugasa is involved in several financial scams with in central division.
Dr Stanley Kinyata, the Kampala RDC stunned the committee when he said that his junior, Joyce Rugasa, turned a security post in Nakivubo park yard market into a revenue collection office.
Kinyata said that he received several complaints from the vendors complaining about the fees charged by Rugasa.
Kinyata said that Rugasa refused to explain her actions on grounds that her appointment letter indicates that she is only answerable to President Museveni.
Kinyata amused the commissioners when he confessed that he doesn't enjoy his job but it's the only option available.

Meanwhile the commission of enquiry has also heard that the former mayor, John Sebaana Kizito is responsible for all the mess in Kampala City Council.
Kinyata told the commission that Sebaana sold over 12 pieces of land belonging to KCC primary schools and the old taxi park among others.
He also claimed that Sebaana is responsible for the sale of all the green belts in the city and for the current wrangles in the city markets.
Kinyata said that both Godfrey Nyakaana and city mayor Nasser Sebagala are responsible for the insecurity in the city.
