Kampala Central Division chairman, Godfrey Nyakaana, has accused local government minister Kahinda Otafiire, of interfering in the management of KCC.
Appearing before the commission of inquiry into the alleged mismanagement of the Central division, Nyakana said that often times, Otafiire would order the technical team to implement illegal orders.
Nyakaana told the commission that Otafiire issues illegal directives to the town clerks and city Engineers and orders them to approve illegal plans without consultation.
Nyakaana also accused Otafire of selling the green belts in the city. He also said that Otafiire is responsible for the mess in the city markets because he has personal interests in the redevelopment of each of them.
The commission also heard that Otafire some times usurps the powers of KCC and its entire technical team by approving redevelopment plans without consulting KCC officials.
URN has obtained a copy of a letter in which Otafire directly wrote to the chairman of Kisementi Association authorizing him to pave his courtyard without informing the local council authorities.
Nyakaana told the commission that Otafire has a clique in KCC which he connives with to mess up KCC and mismanage funds.
He also dissociated himself from an illegal force of Kanyama's consisting of boxers and weightlifters who have muscled their way into the management of all central division contracts and collection of revenue.

Nyakaana also denied reports that he has turned his office into a boxing ring. He said that the allegations are being spread by his former principle town clerk Stephen Higobero who he asked to be transferred for embezzling division funds and extorting money from traders who were operating illegally.
