The Criminal Investigations Department (CID) detained Dan Kalule, Personal Assistant to the State Minister for Primary Health and Robert Ssemwogerere, an Under Secretary in the Ministry of Health on Thursday.

Kalule and Ssemwogerere are the first people to be arrested in connection with the misuse of money in the Global Fund.

During a session of the commission of inquiry probing Global Fund issues in Uganda, Ssemogerere presented controversial accountability documents. Among his documents were papers that showed Global Fund vehicles that consumed both diesel and petrol and could be found in different places at the same time.

Ssemogerere headed a team of officers from the Ministry who spent 19 million shillings to supervise Global Fund program all over Uganda.

Ssemogerere also approved 36 million shillings for three ministers to supervise Global Fund projects in their home areas during last year's Christmas season.
