Major general James Kazini yesterday appeared before the General Court Martial charged with creating ghost soldiers in the Uganda Peoples Defence Forces.
Kaziini is the 25th senior UPDF officers to appear before the court martial facing cases of creating the ghost soldiers, who have dogged the UPDF payroll for several years.
Perpetration of ghost soldiers is treated as an act of subversion.
President Museveni was reportedly concerned that officers were swindling large sums of money in pay and supplies to non-existent soldiers.
Other senior officers who have so far appeared before the court martial over the same scam include the former head of the Internal Security Organization (ISO), Brig Henry Tumukunde, and Nakibus Lakara among others.
