Francis Okello-Olwa, the Oyam District secretary for Finance and administration, has come under threat of censure for incompetence and abuse of office.
Okello is accused by the councillors of mismanaging the Gratuity scheme and want him out of office. He is also accused of diverting 3.6 million shillings, from the council coffers to fund his three months course at the Law development center.
The councillors have petitioned the district chairman demanding for the removal of Okello from his office.
In the petition signed by five members, also states that the finance secretary has failed to monitor the implementation of council resolutions and have often times failed to submit monthly reports to council.
But Okello has described the allegations against him as baseless. He says that he will use the next council session to defend himself.
An emergency council session will be convened soon to debate the contents of the censure petition.
