The Pan African Movement has condemned the arrest of Rose Kabuye President Paul Kagame's chief of protocol. Kabuye was arrested by German Police and was extradited to France to answer charges of war crimes and crimes against humanity.
French judge Jean-Louis Bruguiere issued arrest warrants for Kabuye and eight other Rwandan Government officials. Kabuye and her colleagues are suspected to have played a role in the assassination of Rwanda's former president Juvenal Habyarimana in 1994.
Her arrest has sparked mass protests within and outside Rwanda. Today the Pan African Movement presented a protest letter to the French and German Embassies and European Union in Uganda.
In the letter copied to Edward Ssekandi the Speaker of Parliament, the Pan African Movement Secretariat describes the arrest of Kabuye as an obvious act of aggression by the French Government. Grace Kabayo the Executive Director of the Pan African Movement says the arrest is a blatant display of arrogance by Africa's former colonial master.
Kabayo says that findings from various commissions show that the French were the masterminds, active participants and accomplices to the war crimes and genocide that took place in Rwanda. She says on the contrary the French have a case to answer. The Mucyo Commission particularly points out that the French had prior knowledge of the genocide, offered military support, training and weaponry to it perpetrators.
Grace Kabayo says that the French Government has up to December 30th to release Kabuye failure of which the Pan African Movement will mobilize Africans to boycott all French products and services. The Pan African Movement wants the French Government to take full responsibility of their actions as far as the genocide is concerned.

Rose Kabuya was raised and educated in Uganda as a refugee before returning to Rwanda in 1990 as part of the Rwandese Patriotic Front. Joan Kakwenzire her Political Science Professor at Makerere University describes Kabuye as a very brilliant and militaristic person who was determined to fight for the rights of displaced Rwandans and participate in rebuilding her country.
Kakwenzire, a mentor to Kabuye says she knew the jailed diplomat as a freedom fighter who was very passionate about her birth rights. Kakwenzire who has authored literature detailing the genesis of the ethnic conflict in Rwanda says Rose Kabuye should be tried in an impartial Court.
