Saul Muwonge Lubega, the former head teacher of Ssembabule secondary school is trouble over allegations of mismanaging the school internet center and causing a financial loss.
The Inspector General of Government, Raphael Baku has directed the permanent Secretary in the Ministry of Education to demote Muwonge to a class room teacher.
Raphael Baku, in a letter addressed to the PS the IGG accuses Muwonge Lubega of grossly mismanaging the school internet centre by ignoring the procurement procedures and awarding the tender to supply equipment to a company of his choice.
The IGG says that Muwonge acted in breach of the subsidy financing agreement signed between the school and Uganda communications commission, who are the sponsor of the project when, he introduced unplanned for expenditure like that of renovating the internet center without authorization.
Muwonge, is currently the head teacher of Sam Iga Secondary school. The IGG has also recommended that Moses Kazibwe, who replaced Muwonge as head teacher at Sembabule secondary school be demoted to class room teacher.
Kazibwe was found guilty of failing to account for 6.6 million shillings he reportedly withdrew from the school accounts to procure equipment for the internet center.
Raphael Baku also says that on top of recovering the money from Kazibwe within two year, he should be submitted to Sembabule district service commission for disciplinary action.
Muwonge Lubega denied the accusations against him, saying he spent the money on furnishing the internet center. Muwonge insists that he followed the procurement guidelines as agreed upon between the school administration and Uganda communications commission.
While his co-accused Kazibwe said that the money in question was used to furnish the laboratory and computers laboratory.
