Nicholas Maseta, the managing director of Shepherd Service Construction limited has been arrested. Maseta was picked yesterday on orders of the state minister of Agriculture, Aggrey Bagiire.
His company was contracted three years ago to construct Keri Market and Keri Pamodo road under the North West Small Holders Agricultural Development Program.
Bagiire ordered police to arrest Maseta when he visited the construction site yesterday and found that nothing has been done despite the fact that, he received payment.
He ordered Maseta to complete the projects within 29 days or refund the money. Bagiire blasted the leadership of Koboko district for paying the contractor for no work done.
Bagire accused the leaders of sabotaging a program which is aimed at helping farmers to do business. William Dada, Koboko LC 5 chairman, shifted the blame on technical staff in the district, who he accused of failing to monitor the projects.
Edison Muganzi, Koboko district police commander says the contractor will be charged embezzlement and diversion of government money. He says they are also investigating how Maseta was paid before completing the construction work.
