Kaabong district Executive Censured

In unprecedented move councilors in Kabong have censured the entire district executive.

The councilors accuse members of the district executive committee of gross incompetence and non performance of their duties.

Samson Lokeris, Kabong LC V chairman says that the district passed a unanimous resolution to fire his executive before Christmas last year. Lokeris says that he didn't attend the council meeting but he was informed that his executive had been censured from office.

Godfrey Kiwanda, Kabong Resident District Commissioner says that individual members of the executive were censured for specific reason. According to Kiwanda, the councilors accused the district vice chairperson of absconding from duty.

He says that the district finance secretary was accused of failing to process councilors allowances while the production secretary was booted taking a trip to Kenyan alone for training.


Kiwanda says the district security secretary was accused of failing to tame cattle raids leading to insecurity in the area.


He says despite the fact that the councilors passed a motion censuring members of the district executive, they are still in office. Kiwanda says that the affected members of the executive are planning to sue the councilor for illegal censure from office.


The RDC argues that the executive was not given a 13 days' notice before the motion was passed. He says that the motion to censure members of the executives was neither on the order paper nor were the affected members, given an opportunity to defend themselves.


Lokeris says the district has written to the Attorney General seeking an interpretation on the matter.
