Days when civil servants in Masindi would swim in huge allowance benefits are over.
Until recently, Civil servants in Masindi have been entitled to food, transport and out of post night allowances.
Some civil servants have knowingly been signing for allowances right from the district headquarters to the sub-counties for the same work.
Fredrick Ngobi, the newly appointed CAO for Masindi, has cut back and scrapped some allowances altogether. He has also imposed new restrictions on allowances.
Ngobi has cut or suspended transport and night allowances for several activities.
The CAO's action has not gone down well with civil servants, many of who say the CAO is too bureaucratic. Civil servants have accused the CAO of suffocating them. They say they are poorer because he is too bureaucratic.
But the CAO says stringent measures are intended to control the allowance system that had become too corrupt.
Ngobi however says his actions are intended to save the district, which is highly indebted.

Ngobi's strict measures has also been extended to the workshops.
Ngobi personally contacts workshop organizers to find out whether or not there are allowances being provided to the attendees.
He has been accused of blocking allowances to officers attending workshops. But Ngobi maintains that he is working according to the regulations set by the Local Government ministry.
