Members of the Kabale District Council wants three officers of members of the district executive committee thrown out of office for incompetence.
Yesterday 12 district councilors petitioned the acting LC5 chairman, Silver Baguma, to immediately sack Lawrence Niwagaba the Secretary for Finance, Adrine Tibenda the Secretary for Education and Sam Ndaba the Secretary for Works. They said the three officers had failed to competently execute their duties, refused to implement council resolutions, were continually absent from duty and failed to account for the money given to them by the district.
The lead petitioner, Kamwezi LC5 councilor Mark Kiiru, says the council was acting within its rights as stipulated by the Local Government Act. He says councilors could not sit on the sidelines as the district executive squandered public money and did not live up to its pledge to serve the people of Kabale.
Father Gaetano Batanyenda, the LC5 councilor for Kashambya, says an emergency district council meeting would be convened soon to discuss the petition. Father Gaetano, who himself was the victim of a council move to sack him as district speaker, says he hoped the sacking of the three executive secretaries will be expedient.
One of the accused, Adrine Tibenda, says there is no basis for her removal from office. She says she has implemented all the resolutions made regarding the education and health center. She claims that the few unaccomplished duties have been hampered by a lack of funds from the district local government.
Tibenda says she is ready to defend herself before the committee.
