Local council one chairpersons have been given a healthy honorarium in recognition of their contribution to the promotion of effective governance and accountability.

Syda Bumba, the finance minister has committed 10.7 billion shillings as honorarium for the Local Council one chairpersons.
Village chairpersons will receive a financial package of Shs120, 000 at the end of every year as recognition of their work.
Last month, John Kashaka Muhanguzi, the local government ministry permanent secretary, issued a letter stating that the village heads will get an annual ex-gratia payment of in recognition of contribution of the local government leadership to the country's service delivery and governance.
The move was however criticized by the opposition politicians who described the honorarium as a political gimmick ahead of the 2011 elections.
Abdu Katuntu, the Parliamentary Local Government Accounts Committee chairman, said government was planning to create a network of loyal politicians paid by the state for political capital.
