Festus Kambarage Kakoonge, the Kabarole Resident district commissioner RDC is being investigated for alleged assault and threatening violence.
The Tough looking Kambarage is accused of assaulting and threatening to shoot at 17-year-old Yestus Musinguzi, a S.6 student of Mpanga secondary school in Fort Portal municipality.
Musinguzi, a son to Samuel Kambere K, a police officer attached to Fort Portal police, claims that the RDC found him at the police barracks in Boma, assaulted him and threatened to kill him using his pistol.
Musinguzi alleges that Kakonge went to the police barracks on Friday evening to pick guards. He says that while there, the RDC asked Musinguzi to introduce himself.
The boy identified himself before the RDC, but the RDC claimed that he was not satisfied with Musinguzi's explanation adding that Musinguzi was arrogant.
Musinguzi says Kakonge forced him to kneel down and slapped him on the face for demanding to know what offence he had committed.
The complainant says the District Police Commander Joseph Kihamba and the OC traffic also witnessed the incident, but feared to intervene.
Musinguzi says he intends to sue the RDC.
The district Police Commander, says a case file against the RDC has been opened and will be taken to the state attorney and be prosecuted in courts of law.
The RDC admits that he went to Fort-portal police barracks to pick police guards to provide security at Mountains of the Moon University Saaka, where students from the higher institutions of learning from western are undergoing a carder course.
This is the third time the RDC is being accused of violence and assault.
Mid March this year, Kambarage was accused of irresponsible shooting in Hoima district.
He reportedly pulled the trigger on Fred Atugonza, a resident of Kigarama in Buhimba Sub County, Hoima district. The RDC accused Atugonza of fighting his herdsman.
The case file was taken to Kampala for further investigations, but the case has never come to light again.
Kambarage was last year in the spotlight in Kabarole after he publicly humiliated Dr.Basaliza a veterinary doctor in charge of Burahya County. He forced to him kneel down in public after he found him, outside the workshop hall making a phone call.
