The LC3 chairperson of Kitgum Town council, Richard Ojara, intends to pursue a program to ugrade his town to a municipality.
Ojara says this will be a priority when his new term of office begins in a few weeks.
Richard Ojara was re-elected to his position in Kitgum Town Council. Over the past year he has presided over contentious debates on upgrading the town council with pro-NRM council members accusing him of lacking the capacity to effectively lobby government on this position.
Council members in the opposition say the LC3 chairperson shouldn't bother with the matter. They are of the opinion that municipal status is only granted to Town Councils that support President Yoweri Museveni and his National Resistance Movement.
Despite this, Richard Ojara intends to push on with his plans.

Ojara reasons that if Kitgum receives municipal status, it will attract investment and development.
Godfrey Toolit, the NRM candidate who lost to Ojara in the just-concluded elections, still insists that transformation can't be acheived through the LC3 chairperson. He says that for the past five years Ojara has failed to obtain political and administrative support for Kitgum.

Toolit, clearly still bitter about his loss, says people made a mistake not to vote for him. He says he is the only politician capable of convincing the central government to support Kitgum programs.
