Kitgum Town Council and Kitgum District Local Government are locking horns over just two million shillings.
Richard Ojara, the LC III chairman of Kitgum Town Council says the money was given to the district five years ago to advertise vacant posts in the town council and to help in the recruitment of staff.
Ojara says ever since no single advertisement to that effect has been made by the Kitgum District Service Commission.
Some of the officers that are to be recruited are the Environment Officer, Personnel Officer, Physical Planner, Town Treasurer and Town Planner.
The staffing level in Kitgum Town Council currently stands at 50 percent, but with most of the key offices either vacant or being held in acting capacity.
Ojara accuses the office of the Chief Administrative Officer for remaining silent on the issue of recruitment and wants the money refunded.
Ojara has threatened to organise a demonstration against the district administration if the money is not refunded in two weeks time.
The Chief Administrative Officer, Geoffrey Okaka, refused to comment on the dispute saying he was not in office at that time.
