UPC's Olara Otunnu sets Conditions for Dialogue With Museveni

The Uganda Peoples congress Party, has set new conditions for dialogue with president Museveni.

Speaking to Journalist at Akra Hotel this morning, Olara Otunnu, the party president,  said dialogue can only take place if  government ends an alleged  spate of state terror against the population.

Otuunu also says that all political detainees should be released unconditionally.

UPC is one of the parties that snubbed a meeting called by NRM secretary General, Amama Mbabazi on Thursday to arrange for a meeting with president museveni that was slated for next Tuesday. 

Amama who is also the chairperson of the Inter-Party Organization for Dialogue (IPOD) says the meeting to define an agenda for tuesday's dialogue with president Museveni was snubbed following the brutal arrest of FDC leader, Dr. Kiiza Besigye.  

Otunnu told journslist  that they could only attend the meeting if its agenda included discussion on free and fair elections, state violence against the unarmed civilians, and the economic crisis in the country.

UPC like other opposition parties is opposed to the idea fronted by government of talking to each party individually.

Otunnu says the dialogue should be facilitated by neutral auspices but not between the NRM and the opposition. 
So far Otunnu says the auspice of inter-Religious council which has been fronting for such dialogue during the election time could be acceptable.

He says UPC would also accept the former principle Judge, retired Justice James Ogoola, to chair the talks but not president Museveni.

Meanwhile, Otunnu says UPC is making all it can to ensure the individuals security officers involved in violent actions are held responsible for the atrocities. He says they will seek justice in local courts as well as International Criminal Court.
