According to a circular, signed by Adolf Mwesige, the minister of local government, creation of new administrative units and town councils should be halted until further notice.
 
Mwesige says that this position will be reviewed after the results of the national census scheduled in 2012 are published.
 
The circular states that a number of districts and other lower administrative units have been created as a result of pressure by the voters, shooting the number of districts up to 112- by 2010.
 
The circular addressed to all district chairpersons, mayors’ states that creating of new local governments and administrative units have financial implications and require human resource to effectively manage them.
 
The minister says that in recent times, a number of local government have sprung up purportedly that bringing services nearer to the people. Therefore, in this regard, government and the district councils have to ensure that the newly created local governments are functional and adequately perform their mandates.
 
He government is in the process of reviewing the local government administrative structures with a view of rationalizing them, so that they can contribute to the current  and future development objectives of the country.
