Besigye Dismisses Expanded Cabinet As Just Mere Costs

Dr. Kiiza Besigye, the Forum For Democratic Change Party President has said the expansion of cabinet will only increase the cost of public administration but not improve service delivery.

 Speaking to our reporter at his party offices in Kampala, Besigye also attacked the appointment of Amama Mbabazi as Prime Minister and Edward Sekandi as Vice President, saying it's an indication that President Museveni is determined to appoint leaders whose integrity is questionable.

Particularly commenting on Mbabazi's appointment, Besigye said the President is seemingly rewarding leaders who have been linked to corrupt practices in the Temangalo NSSF land saga and the mismanagement of funds meant for the Commonwealth Heads of Government meeting in 2007. Several cabinet ministers including Mbabazi were linked to the loss of over 500 billion shillings during CHOGM. Parliament however later cleared them of any wrong-doing.

Parliament tyesterday agreed endorsed Prime Minister, Amama Mbabazi's motion to increase the number of cabinet ministers from 26 to 29. The House, mainly composed of ruling NRM legislators also voted to increase the number of state ministers from 44 to 47. Oposition MPs such as Bukoto MP Florence Namayanja and her Kawempe North counterpart, Latif Sebagala attempted to resist the motion but they could not match the NRM numbers.

President Museveni on Tuesday asked his party to allow him expand his cabinet by splitting some ministries and creating new ones.
