Opposition members of parliament have asked the deputy speaker Jacob Oulanya to resign for engaging in partisan politics. It all started after Oulanya attended the NRM caucus meeting summoned by President Yoweri Museveni at his home in Rwakitura over the weekend.

Opposition MPs say that by attending the NRM caucus meetings Oulanya is likely to drive the NRM agenda in the house as opposed to being none partisan. Nandala Mafabi, the leader of the opposition says that the action of Oulanya has affected the integrity of the office of the deputy and therefore advises him to resign.

Nandala has vowed to move a motion of censure against Oulanya. Nandala says both the constitution and parliamentary rules of clearly bar the deputy speaker from getting involved in partisan politics. The constitution states that if a person holding the office of the deputy speaker indulges in actions that bring contempt, ridicule and shame to the office, such a person should vacate the office.

Nandala is not alone in calling for Oulanya to resign from the office of the deputy speaker. Odonga wants the deputy speaker recalled from the Office saying his misconduct is likely to bring hatred, ridicule and contempt to that office.

But Oulanya is not moved by the calls for his resignation from office. Oulanya defends himself saying that he was right to attend the meeting in his individual capacity as an NRM member of parliament.

He claims that he went to visit agricultural farms of model farmers in President’s home town and not to be part of any resolution. Oulanya says that he will neither resign nor apologize because he didn’t break any law.
