The town clerk of Katwe Kabatoro town council in Kasese district is in trouble for allegedly misappropriating over 51 million shillings meant for road construction and repairs in the area.
An investigation report signed by Abon Muzamil, the officer in the IGG’s office Fort Portal directs the Kasese District Service Commission to take a disciplinary action against Seezi Muhairwe over the said money.
The IGG’s report indicates that Muhairwe withdrew 51 million shillings from the town council account and paid it to the Uganda Revenue Authority without permission from the council.
Investigations reveal that the town council was supposed to pay URA up to 175 million shillings as value added tax (VAT) and income tax, according to the audit report produced by URA for 2009.
Muhairwe is alleged to have withdrawn the funds from the town council general account and diverted it to paying URA without the authorization of executive committee and he never reported his action to the town council.
The IGG now says Muhairwe’s actions were contrary to the guidelines of the constitution and local government act. It is upon this that he directs him to appear before the district service commission disciplinary committee.
