Kampala executive director, Jennifer Musisi was on Tuesday thrown out of the Parliamentary committee on Physical Infrastructure for presenting inconsistent budgetary allocations on roads.
Musisi was appearing before MPs to defend the budget estimates for repairing city roads in Central business district and other divisions in Kampala. But as she went on with her presentation, MPs noted some glaring discrepancies in the figures.
Some of the inconsistencies included a budget of 30 million shillings for road infrastructure within KCCA jurisdiction but other documents showed the amount disbursed as 12 billion shillings.
Arua Municipality MP Gabriel Ajedra Aridru, who is the Committee Chairperson, said that KCCA’s proposed budget was way too high, arguing that they needed to revise the figures before presenting them in the committee. Ajedra, who is an engineer by profession, said that the city authority needs realistic budgets on road infrastructure in Kampala. He noted that Yusuf Lule Road to Rotary Avenue, which is 1.9 Km will cost 8 billion shillings just to put an over layer. This, according to him is unrealistic.
Equally concerned was Mohammad Nsereko, the Kampala Central MP, who says the roads budget estimates are exorbitant for parliament to commit such colossal amounts in public trust. KCCA is expected to return with all technical staff that helped come up with the figures. Nsereko questioned how a kilometer of road could cost one million dollars just to repair it.

Musisi apologized to the committee for the inconsistency saying that she could not rule out sabotage in the matter by the old staff of Kampala City Council.
She then had to withdraw the document saying they have to do a better job the next time they appear in parliament.
