Tinyefuza Snubs Parliament For A Third Time

Tinyefuza is in charge of the two spy agencies as coordinator of security services.

Barnabas Tinkasimire, the committee chairperson made the ruling on Wednesday afternoon after it turned out that General Tinyefuza did not turn up after being summoned for the third time. Tinkasimire, the Buyaga County MP noted that security needs to sort out their house before bringing their budget estimates to the committee. He said ISO and ESO are stifling activities of other government institutions like KCCA.

Tinkasimire also ordered the ISO and ESO officials out of the committee to allow other departments defend their budgetary estimates.

Referring to the Tinyefuza as an encroacher, Tinkasimire still demanded the General to appear in Parliament to respond to allegations of selling off the house to a one Kakumba Francis. This, he said is a personal matter that requires answers from Tinyefuza.

The controversial city house was given to Gen. Tinyefuza in March 2008 by the then Local Government Minister, Kahinda Otafiire. The General has been asked to vacate the premises by the Kampala Executive Director, Jennifer Musisi.

Government today admitted that it does not have documents showing the transfer of the Plot 2 Mabua Road house to the General. The Minister for Presidency, Kabakumba Matsiko corrected the notion that the house is an official residence of the Mayor. She instead said the house belonged to the then Director of Health services. The building was then turned into a training institution for KCC.

In March 2008, Gen. Tinyefuza wrote to the minister Local Government, Kahinda Otafiire asking to resolve the issues of encroachers. But later an officer of the then KCC wrote an internal memo complaining that there was an invasion on the house.

Kabakumba now says there is no document or evidence from the then KCC and now KCCA, showing that government was given the said house as a coordination center. She was quick to add that there is no evidence showing that government acquired the property by force.

The MPs are now waiting for a statement from the government before they proceed with discussions.
