Gross Mismanagement Of Funds Corrodes PRDP Activities in Apac

The Minister was told that the construction of a double staff house at Aninolal health Centre III, in Inomo Sub County Apac district, was grounded to a halt, after antaccountant attached to health department allegedly stole Shs149 million.
Gross financial mismanagement has gravelly hammered the implementation of projects under Peace, Recovery and Development (PRDP) in Apac district, the Minister of state for Northern Uganda, Rebbeca Amuge Otengo was told on Monday.

The Minister was told that the construction of a double staff house at  Aninolal health Centre III, in Inomo Sub County Apac district,  was grounded to a halt, after antaccountant attached to health department allegedly stole Shs149 million.

The Apac district Engineer, Nelson Okello, told minister that more than Shs290 million, money meant for the implementation of different PRDP projects was stolen by the district health accountant.

He said the money was meant for the construction of outside patients department at Aninolal health unit in Inomo Sub County, Alido Health Centre III and Apwori Helath Centre III both in Chawente Sub County.

Okello said the construction which was being done under 2009/2010 financial year, has since stalled.

The district accused Geoffrey Ocepa, of forging the signatories of the district health officer, Dr.Mathew Emer and withdrew the said money. The case is before Anti Corruption Court in Kampala.

The minister called for a critical follow up of cases of mismanagement of government funds by some greedy and dubious civil servants. She promised to get in touch with attorney General to personally follow up the case.

Bob Okae, the district chairman, said financial mismanagement by some unprincipled civil servants has left the district in a crisis and has grossly affected the proper implementation of many projects.

Minister Otengo urged the government to critically follow up the court cases arising from financial mismanagement by civil servants.
