Kabale district council has voted to halt any further discussion on the controversy surrounding the land allocated to Kabale University. The motion to stop debate on the land was tabled in the district council by Benson Ainebyona, the LC V councilor Kamwezi sub county. It came after the speaker Pastori Twinomujuni tabled before the council a request by the judiciary for 2.5 acres of the disputed land.
He explained to the council that the judiciary had elevated Kabale Magistrate court into a high court to handle cases from Rukungiri, Kanungu and Kisoro districts. Twinomujuni informed the councilors that the district Executive Committee has asked the judiciary to give the district its old buildings in exchange for the 2.5 acres of land.
However, the councilors accused the district leadership for taking such a decision without consulting them. Councilor Benson Ainebyona then proposed the council halts debate on the matter until they are given the terms negotiated between the district executive and Judiciary.

Labor Day Alibido, the councilor Maziba Sub County supported the motion saying Kabale District has suffered heavy court costs through litigation as a result of the haste decisions taken by the executive. Alibido said they need more time to consider the terms of the swap and value of the land before endorsing the deal.

Pastori Twinomuhangi the district speaker proposed that the district council conduct a referendum on the matter. He said the electorate needs to be involved in taking the final decision on the land since it belongs to the district.

But Syliva Baguma the councilor for Ikumba Sub-County could not have any of this saying they have resolved to hold debate on the land. Early this month, Kabale district Chairman, Patrick Besigye Kaihwa said that district would reposes the land from Kabale University.
