Patrick Besigye Kaihwa, the Kabale district chairman has written to the Inspector General of Government, Raphael Baku over the ongoing land wrangle between the district and Kabale University.
On August 22nd Baku wrote to the district council prohibiting it from demarcating the Kikungiri land which is claimed by both the district and the university. Baku in his letter said the land should remain in the hands of Kabale University until his office has done its investigations.
The IGG was responding to a concern raised by Prof. George Kanyeihamba, the University Chancellor, who on July 25th wrote to him asking the inspectorate to save the Kabale University land.
But on August 29th August, Besigye Kaihwa responded to the IGG saying he needed to correct the inspectorate as the land in question belongs to the district but not the university. He attached the land title for the 101 acre Kikungiri land as a sign of clarifying the question of ownership.
The district Chairman told IGG Baku to leave the Kikungiri land matter, noting that the district is the sole owner and the university is just a tenant.
Kaihwa said it’s the district council to decide if the land is to be given to the university or be a source of revenue to the district council but not the IGG.
Kaihwa argued that IGG did not get the side of the council before issuing the caveat on the land. He advised Rapheal Baku to meet both sides and speed up his investigations as the district has a lot of plans to do on the land.
Benson Ainebyona, the Kamwezi district councilor told URN reporter that putting a caveat on the land is not guarantee that Kabale University will acquire it. He said the IGG would be the last resort after both parties have failed to agree.
Kabale University insists that the land was allocated to them in order to get a license from the National Council for Higher education, a claim the district council dismisses as baseless.
