Persistent absenteeism of civil servants in Nakaseke district has sparked off a bitter row in the communities.
On Wednesday, a group of residents backed by the councilors stormed the administrative offices and closed them down, accusing the civil servants of absenteeism and negligence of duty.
Eyewitness accounts state that the 15 Councilors commanded by the vice chairman Ronald Ssebuyungo picked chairs from the main hall and packed them at the entry of the sub county offices, blocking officers from accessing the building.
Top on the list of accused civil servants is the sub county chief, Peace Bushande Hellen and the accounting officer Eva Nakalembe, who attempted to enter their offices by force sparking off a near fist fight.
The Magoma parish councillor, Moses Mayanja, said Wednesday that the two officers have for the past two months remained absent from their offices.
Mayanja said that their absence had stalled the budget approval stalling all development plans in the district.
He also claims that the accounting officer Eva Nakalembe and Sub county chief Peace Bushande are involved in several shady activities under the cover of council.

The councilors and residents have also petitioned the inspector general of government to investigate the two officials for negligence of duty and misappropriation of sub county funds.
The Nakaseke district acting chief administrative officer, Edris Kasozi, convened a crisis meeting and persuaded councilors to re-open the offices. He asked the aggrieved persons to write down their concerns for further action.
Kasozi has summoned the two officials to defende their alleged actions.
