An extra-ordinary council meeting convened to pin Hoima town clerk and Mayor for alleged incompetence failed to take off when the duo failed to show up. 18 councilors led by Godfrey Azoora, Chairperson Hoima Municipality Production committee petitioned the speaker on September 19, 2011 to convene a special council sitting to address the poor service delivery. They blamed the poor service delivery on the mayor and town clerk for failing in their supervisory role.
Paul Amanya, speaker Hoima Municipality convened an extra ordinary council meeting on Thursday for the duo to appear before the council. However, the meeting flopped after the town clerk, his technical team, mayor and executive members snubbed it. Despite the fact that 25 of the 30 council members had turned up making a quorum the speaker could do little with the clerk to council, mayor and town clerk.
Amanya postponed the meeting to today saying he would re-invite the mayor and the town clerk. The speaker wondered why the officials had snubbed the meeting without explanation yet he invited them. Tampers flared with the council members calling for a resolution to recommend to the sacking of Pius Epaju, Hoima town clerk.

In their petition, a copy of which URN has seen, the councilors among other things accuse the town clerk and mayor of sidelining them in taking decisions on some issues. They point out the failure for the mayor and town clerk to consult them on the relocation of Hoima market vendors to Boma grounds and the decision to award the park contract to non drivers.
They also query the poor road network in the town yet funds are available for the rehabilitation works. Grace Mary Mugasa, the mayor Hoima Municipality says that she was not aware of the meeting since the speaker didn’t consult her before it was scheduled.
