Mohammed Kiyimba, the NRM General Secretary Hoima Municipality says although the party’s amended constitution stipulates that no independent candidates shall work with the party unless they sign a memorandum of understanding, many of them have failed to sign.

Kiyimba says many of politicians have always attacked the party officials and made contradicting statements on behalf of NRM yet they have never signed the memorandum of understanding as required.

He says the party’s executive in the municipality has resolved to have all independents sign a memorandum of understanding as required or else they cease regarding themselves as party members.

Although he does not give details, Kiyimba maintains that action will be taken against those that do not adhere to this directive.

There are about 15 NRM leaning independent politicians in Hoima municipality with most of them holding positions of councilors at municipal and division levels. According to Kiyimba only a few of them have signed the memorandum with the party.

Jackson Amanya, the Bujumbura Division LC3 boss and an outspoken NRM independent says there is little the NRM officials can do. He tasks Kiyimba to quote an article of the party constitution that empowers him to compel any one into the party.

Amanya accuses the ruling party executives both at the district and municipal levels of messing up last year’s party primaries.
