The Luweero land board has come under the spotlight for corruption in the issuance of land titles to landlords.
Residents in Luweero are accusing the land board office which is also referred to as Bukalasa land board for conspiring with dealers to grab their land. They are also accused of soliciting bribes to process land titles to fake landlords.
Ibrahim Lutalo, a resident of Kamira Sub County accuses the District land board registrar, Madina Nabukeera and chairman Hood Luyima, of issuing a landlord title to a fake landlord. He explains that his father Athanas Kigumba died in the 2000’s when the process of acquiring the land title of the 320 acres was not yet complete and as a family they tried to seek the land title but the process was too slow.
He adds that the Luweero land board officials connived with land dealers and they gave them a land title on the same land who also speedily sold off the land to another person and the title was transferred to his names with all transactions happening in one month.
Lutalo says that it has taken them more than one year to apply for the land title, but only to find out that the same land title was given to another person within a period of one month. Lutalo says that all the officials are corrupt and should be investigated.
Swaleh Hussein, a resident of Bombo town, applied for a land title for 1.5 acres at the board but before he could secure the title another person registered and received it under unclear circumstances.
Hussein Swaleh says that he has sought court redress over the matter but he is too poor to follow up the case.
Residents have asked the Inspector General of Government Raphael Baku to investigate the district land board.
The Luweero Deputy Resident District Commissioner Margaret Kivumbi said on Monday that the matter has been brought to her attention and pledged to summon the land board members to explain their actions.
But the Chairman Luweero Land board Hood Luyima, has denied the accusations and said that the claims are mere hearsay.
