The introduction of Truck loading fees in Mbarara district has drawn protests from drivers. On October 21, Mbarara District council passed a resolution to introduce loading fees for trucks to boost the district local revenue base. The fee was meant to target trucks carrying sand, bricks, stones and other construction materials.
According to the resolution small trucks would pay shillings 5000 and big trucks shillings 10.000 on each trip. Wilson Tubugyenda, Mbarara Chief Administrative Officer says that initially the money would be collected in Biharwe, Nyakayojo, Nyeihanga, Ruhengere and Rugando sub counties. He says that the district contracted JAMU consult limited to collect the money on its behalf.
However, the contractor inflated the fee from shilling 5000 to 10000. Now, truck drivers under their umbrella organization, Mbarara Lorry Park Drivers Association (MLOPADA) are protesting the loading fees saying it is illegal. More than 170 truck drivers led by Kiberu Abdul Nassa on Thursday stormed two major check points at Ruti -Nyakayojo and Biharwe and confiscated receipt books used to collect the money.
They claimed president Yoweri Museveni abolished all taxes collected on the road but Mbarara municipality has decided to introduce it illegally. They vowed not to pay the money until they receive a clear explanation from the municipal authorities.
