Nebbi LC Official Arrested for Hiring District Bulldozer to DRC

The LC 3 chairperson of Erussi Sub County in Nebbi district has been arrested for allegedly hiring the only bulldozer of the district to some politicians contesting in the forthcoming elections in the Democratic Republic of Congo.

Collins Oromcan was arrested on Tuesday evening together with Jinaro Opio, the turn man of the bulldozer after a case was registered against them by the district authorities.
 
Trouble for the two started when the LC3 chairman signed an agreement with Nebbi district local government on October 28th under the guise of using the bulldozer to work on the community football field in Otwago Pangere parish Erussi Sub County but later illegally hired it out to the neighboring Nyarambe in DR Congo.
 
Nebbi district police commander Maxwell Ogwal says Oromcan and Opio were detained after a case was registered against them by the Chief Administrative officer.
 
He says the two have been charged with abuse of office and illegal hiring out of government property to the outside country. The said bulldozer was discovered to be in DR. Congo early in November when the district authorities wanted to start work on the roads which now are in bad condition.
 
Nebbi deputy CAO Ngarombo Samson says the circumstances under which the district’s bulldozer went to DRC are still unclear. He reveals that when he signed the agreement, the LC 3 said they would pay up to two million shillings to the district after doing the work.
 
But according to the statement of the LC 3 chairman, it was the deputy CAO who asked him to request for the bulldozer after he had made arrangements with the Congolese politicians. He however contradicted the deputy CAO’s statement when he revealed that in the agreement the Congolese politicians were supposed to pay two million shillings daily.
 
The Nebbi district chairperson Robert Okumu has called for thorough investigations into how the Bulldozer went to DRC because the money was paid with the knowledge of the Chief Administrative officer. Normally, sub counties only fuel the bull dozer whenever they want to use it.
