Jennifer Musisi, the Executive Director Kampala Capital City Authority has denied allegations that the authority is involved in a shady recruitment of new staff.
She was reacting to complaints about the circumstances under which some temporary workers were hired. There have also been some complaints that KCCA is recruiting tax collectors secretly to apparently boost the city revenue collection.
A total of 230 tax collectors have allegedly been recruited.
Interviews for most positions were conducted last week, and the news of the recruits came as a shock for those who were interviewed. Some have petitioned the Lord Mayor Erias Lukwago to intervene in the matter.
Musisi said on Wednesday that government has organised an interim arrangement to allow KCCA continue work. She said the public service is still working on the permanent staff structure which may take months to complete.
//Cue in: There’s an interim arrangement…”
Cue out:…has not yet commenced.”//
The new temporary staffs were hired to support the recently approved directors including George Agaba for physical planning, Moses Wabwire the city chief auditor and Mike Okwo, head of KCCA legal directorate.
Others are Daniel Kyambadde, director for treasury services, Phoebe Kamya, in charge of revenue generation and collection, while Ms Jennifer Kaggwa oversees the human resource department.
The authority currently employs about 2,000 people in the five city divisions.
Under the KCCA Act 2010, new employees have to be recruited and few old ones who wish to retain their jobs have to re-apply. For staff that have reached the retirement age, funds have been availed to clear their terminal benefits.
