Kampala Capital City Authority opposition councilors have given executive director, Jennifer Musisi five days to retract her statements on the appointment and swearing in of Deputy Lord Mayor, Sulaiman Kidandala.
On Tuesday, Kidandala was sworn in as Erias Lukwago’s deputy but on Thursday Jennifer Musisi made a media announcement to the effect that Kidandala was illegally appointed and sworn in. Nakawa chief magistrate Charles Sserubogo presided over the swearing of Kidandala in his new position.
Musisi’s announcement in The New Vision says that Kidandala was appointed by the Lord Mayor but not duly approved by the authority in accordance with section 9(3) of the KCCA Act. Therefore any actions or representations made by him as deputy lord mayor are not representative of KCCA. Musisi added that whoever transacts any business with Kidandala in his capacity as deputy lord mayor does so at his own peril without any redress from KCCA.
But five councilors including Ndege Hawa Namugenyi, Joseph Mujjuzi, Angella Kigonya, Allan Ssewanyana, and Henry Lukwaya Kawulukusi have threatened to take Musisi to court for her actions in disrespecting Kidandala as the deputy lord mayor.
Ndege Namugenyi tells URN that Musisi has been given up to December 21st to reconsider her position.
Cue in: “We are giving …
Cue out: … in the news papers.” //
Namugenyi also conditions Musisi to put in writing an apology to Kidandala for disrespecting his status in the authority.
Musisi, however, says the announcement is aimed at clearing the position of the authority as regards to the law.
// Cue in: We prefer to go …
Cue out: … of our position.” //
She insists Kidandala shall only be allowed and facilitated as a deputy lord mayor after an approval of by the authority.
// Cue in: “Even if councilor …
Cue out: in that regard.” //
Erias Lukwago declined to speak to the press on the matter.
Earlier on Thursday, Jennifer Musisi together with 8 other directors including Pheobe Lutaaya Kamya in charge of revenue collection, Mike Okua for legal affairs, and Harriet Mudondo in charge of gender and social production held a meeting with Lukwago in the Mayor’s Parlor for over three hours.
Shortly after the meeting Musisi told reporters that the intention of the meeting was to introduce the directors to the lord mayor, and also to discuss a wide range of issues at the authority including policy making and developing the city.
