Women in Kabuyanda Sub County in Isingiro have tasked local council leaders to open a register for expectant mothers in their village.
Jacinta Kyogabirwe, a housewife in Kabuyanda sub county says that they have decided to cause the arrest of LC I chairmen who fail to implement their resolutions to reduce maternal deaths.

Molly Muhebwa, another house wife in the sub county says that they have lost several women while trying to deliver at home with the help of Traditional Birth Attendants. She blames this on the lack of sensitization by the local leaders. But the resolutions taken by the women have not gone down well with some LC I officials.
Benon Muhirwe, LC I chairman of Bugarama cell has protested the move saying it is against their will. Muhirwe explains that their mandate as LCs stops at sensitizing the mothers to deliver at health centers but not to force them. He says that punishing them for the death of expectant mothers who deliberately fail to visit the hospital will force many of them to resign their seats.
Members of parliament from Isingiro have overwhelmingly backed the decision to hold LCs responsible for expectant mothers who die in labor as a result of negligence. Alex Byarugaba, Isingiro South Member of parliament says that they have already resolved that all leaders in the area get involved in maternal health to end the culture of delivering at home.

The decision by the women to pass this resolution stems from claims of a high maternal death rate in the district. But Dr William Nyehangane, Isingiro District Health Officer says that they do not have clear statistics on the number of mothers who die at home during labor.
