Parliament is being urged to pass a law that will provide a proper framework for government’s intervention to help private businesses.
Democratic Party President Norbert Mao says President Yoweri Museveni’s U- turn to reward businessman Hassan Basajjabalaba 142.6 billion shillings as a compensation claim is a form of exploiting the a policy gap.
In a February 3rd letter to Parliament’s Public Accounts Committee chairman, Kassiano Wadri, the President explained that his new position was reached after he met former Attorney General Khiddu Makubuya and Basajjabalaba.
Museveni said the two separately told him something new in connection with the payment of the controversial claim.
Mao says Parliament is not biting hard enough and that is why President Museveni keeps making decisions on its behalf.
He cites examples of Greenland Bank owned by the late Suleiman Kiggundu which collapsed and Vita Foam Mattress Company in Gulu which is allegedly shrinking without government intervention.

Mao urges Parliament to take action against the Bank of Uganda governor Emmanuel Tumusiime Mutebile, Basajjabalaba and President Museveni for exploiting the policy gap.
He argues that dealing with President Museveni directly is better than asking the ministers he uses to do what the DP leader called a dirty job.

PAC members are currently camped at one of the hotels in Entebbe to draft their report to Parliament regarding the payment.
There is also a call by members of PAC that ministers Makubuya, Bbumba together with Mutebile be held responsible for the payment of 142.6 billion shillings.
