Lyantonde Resident District Commissioner, Aidah Bikolendwa, has ordered police to arrest Andrew Niwabyona, the District Internal Security Officer following allegations that he tortured a suspect.
Bikolendwa’s intervention into the matter is meant to ensure that Niwabyona is punished for his brutal act. This follows the outcry from Moses Muhanguzi 40, a resident of Kemungu village in Mpumude Sub County who claims to have been tortured by the officer.
Bikolendwa also ordered detectives to release Muhanguzi to go for medical attention as they handle the matter.
Niwabyona allegedly tortured Muhanguzi causing bodily harm during his arrest in an operation to crackdown on marijuana smokers, petty thieves, and idlers in Lyantonde.
Muhanguzi, whose health is deteriorating, was admitted at Born Medical Centre for medical attention. He was among the 36 suspected criminals arrested and detained on Wednesday last week for being idle and disorderly. He claims that Niwabyona kicked him in the groin area and the chest which greatly affected his health.
He explains that he’s experiencing terrible chest pain and difficulties in passing urine arising from physical torture.
Muhanguzi says that unidentified detectives under Niwabyona’s command intercepted him on his way to the garden accusing him of being idle and disorderly and suspected to be a cattle thief whereas not.
Paul Wataka, the acting DPC for Lyantonde has summoned Niwabyona to explain why he tortured a suspect to that extent.
However, Niwabyona has denied any involvement in the alleged torture saying he is implicated because he led the operation.
