Mbarara district council has voted unanimously to have Clement Kandole, area Resident District Commissioner transferred immediately. The councilors want Kandole out over allegations that he was behind the transfer of the outgoing Chief Administrative Officer Wilson Tibugyenda. Tibugyenda was transferred from Mbarara to Kaboonga district on January 23, 2012 where he has already met stiff resistance.
However, the transfer of Tibugyenda has drawn tensions between district councilors and technical officers. On Thursday, during the district council meeting, councilors led by their speaker William Tibamanya Rushesha tasked Kandole to explain why he forced Tibugyenda to leave office before his predecessor shows up. They accused him of writing bad letters about him and meddling in the council affairs by influencing the decisions of Deus Tumusiime Omuteganda, Mbarara LC V chairman.
As a result, Tabaro Didas, the councilor representing Rubindi Sub County moved a motion to move a vote to have the RDC transferred from Mbarara. Councilors unanimously voted to pass a resolution compelling president Museveni to remove Kandole and appoint a new RDC immediately. Tabaro said that Kandole had outlived his stay in Mbarara and thereby started messing up the district.

According to the section 73 of the local Government Act, councilors are mandated to recommend the removal of the RDC or his deputy from a district. But Kandole who endured insults from the councilors says that he does not regret his action.

Kandole was appointed Mbarara Resident District Commissioner eight years ago but this is the first time he has received resistance from local council leaders.
