Bombo and Luweero Town councils have been hit by power struggles involving town clerk and LC 3 chairmen affecting service delivery to residents. Aisha Ndagire, the LC 3 chairperson Bombo town council and Luweero counterpart Charles Ssebyala accuse their town clerks Lydia Nabaasa and Muluuta Mugagga of undermining their leadership.
Ndagire accuses Nabaasa of meddling in the affairs of her office, meeting secretly with some councilors to undermine her leadship, failure to implement council resolutions and entering contracts without the approval of the council. On the other hand, Ssebyala accuses Mugagga, Luweero Town council Town clerk of paying himself allowances to the tune of shillings 6.4 million illegally and his involvement in illegal land transactions.
Ndagire and Ssebyala have petitioned Christopher Kyomya, Luweero Chief Administrative Officer to sack both officials. Mugagga has denies all the accusations against him and instead filed a case against his political head at Luweero police station counter accusing him of harassment, intimidation and defamation.
He also accuses Ssebyala of framing him to have him removed from his office. However, residents say the bickering amongst the top officials in the town council has taken a toll on service delivery. John Mukasa a resident of Luweero town council says that the authorities have failed to collect garbage for weeks because the town clerk has refused to release money for fuel in an attempt to fail the chairman.
He asks Kyomya to intervene and iron out the differences between the warring parties to streamline service delivery. Kyomya has confirmed the power struggles saying that he has launched investigations into the matter to reconcile both parties.
