Professor Ely Katunguka Rwakishaya, director Makerere University Research and Graduate Training school has accused Professor Venansius Baryamureeba of frustrating reforms to streamline the management of university funds. Katunguka explains that in 2007, the university reform committee proposed some reforms to ensure accountability and proper management of the university.
He says that some of the proposed reforms included the establishment of colleges, setting up financial management mechanisms, streamlining the administrative and leadership roles in the university.
Katunguka says that Baryamureeba has had ample time to implement the reforms to streamline the institution but nothing has been done. He says that the delay to implement the reforms has made it difficult to centralize the management of university funds generates from research and private students.

Katunguka explains that the financial management system would enable the university to ensure proper accountability and equitable distribution of resources.

Katunguka says that some donors have lost trust in the university because of the delay to implement the reforms. He insists that the crusade to clean Makerere University has to start with the implementation of the proposed financial reform saying they this would build donor confidence and attract more funding for the university.
Currently, Katunguka controls projects worth US $ 35 million. Efforts by URN to speak to professor Baryamureeba on his failure to implement the reforms were futile. However, Stevens Tickodri-Tagboa, Makerere University Vice chancellor in charge of finance and administration believes the university is moving in the right direction.
According to him by close of 2011, the university established various colleges which are still self accounting. He says that the Makerere School of computing is designing software to centralize the management of the university funds, student’s admissions, and performance.
This is the second time this year, Katunguka is attacking Baryamureeba. In January, Katunguka wrote to the Makerere University council accusing Baryamureeba of plagiarism and demanded that his appointment to the level of professor should be revoked.
