Councilors of Hoima Municipal Council are demanding for the resignation of Simon Busiinge, the internal auditor for alleged incompetence. Trouble for Busiinge started after he failed to make a presentation during the municipal budgetary conference held on Friday last week. It is alleged that Busiinge disappeared from the meeting without offering any explanation when his time to make a presentation came.
He further enraged the councilors when he said that he was under instructions from Pius Epaju, Hoima town clerk not to make the presentation. Margaret Mande, the representative Central Ward says the conduct of the Internal Auditor only demonstrates his level of incompetence. She says that it is only through the office of the internal auditor that council would be able to demonstrate the level of transparency in the town council administration.
Mande suspects that the auditor could have deliberately decided not make a presentation because he wants to shield some heads of department but adds that they are not ready to tolerate his conduct. Iddi magezi, the councilor for Bwikya Ward says that the fact that the Internal Auditor had accepted ordered from the town clerk not to present his report is clear enough to show that he has failed in his duty and unfit for the position.
Godfrey Azoora councilor for Buhiga ward, accuses Businge and the town clerk of conniving to conceal anomalies in the municipal council. Azoora demands that the internal auditor be compelled to make a presentation or he resigns. Pius Epaju, Hoima Town clerk has refused to explain why he instructed the auditor not to present his report to council. Ronald Basiima, Hoima deputy mayor who chaired the budget conference on Friday has instructed the Internal Auditor to organize and make a formal presentation in the next full council meeting scheduled for April 4.
