Kabale RDC accused of Hiring Car to Money Lenders

Nixon Kabuye, the Deputy Resident District Commissioner Kabale is being accused of hiring his office car to conmen, robbers and money lenders to terrorize residents. It follows the kidnapping of Leopold Miziga Mazembe, the LC I chairman of Bunomba village in Kyanamira Sub County by plain clothed men driving in Kabuye’s car of registration number UG 2133C.

The kidnappers held Mazembe for several hours and forced him to sign documents authorizing the sale of a piece of land belonging to Grace Mugisha, a resident of Bunomba village. Mazembe says that his tormentors were led by Robert Nabasa, a prominent money lender in Kabale town. Mazembe says that Nabasa and his men kidnapped because he chaired a village meeting on March 25th that resolved to block the sale of Mugisha’s land.

Nabasa says he was an unhappy with Mazembe because he refused to endorse the sale of the land mortgaged to him by Mugisha before he gave her a loan of shillings 1 million. He however, fails to explain he got the RDC’s car to use it to kidnap Mugisha. As a result, residents led by Mazembe have reported the matter at Kabale Central Police station for intervention. Moses Niwagaba, a resident of Bunomba village says that is unfortunate for their leaders to gang up with thugs to terrorize instead of protecting residents.

Other residents who spoke to URN on condition of anonymity say the RDC’s vehicle is always used to execute dubious deals. They claim the car has been cited several time in the wee hours of the morning along Kabale-Kisoro and Ntungamo-Kabale roads. Nixon Kabuye denies hiring his office car to the money lenders to extort money and terrorize residents. He says he only gave them the vehicle to take it to the washing bay.

Elly Maate, the south –south western Uganda police spokesperson declined to comment on the matte and referred URN to Olivia Wabwire, the South south Western Regional police commander. Wabwire says police has recorded a case of kidnap involving a government vehicle. She however says that the complainants have not filed a case against the Deputy RDC.
