The Luweero town council has passed a fresh resolution asking the Chief Administrative Officer to interdict the town clerk Muluuta Mugagga over embezzlement of funds and negligence.
Eight out of fourteen councilors passed the resolution on Friday after they found that Mugagga caused a financial loss of over six million shillings through allocating fake allowances to himself for 18 months and paying a non-existent driver for over a year.
He was also accused of being negligent leading to disappearance of council land titles and agreements for two plots.
Muluuta Mugagga was first fired by the councilors in February 2012 but the Luweero Chief Administrative officer, Christopher Kyomya, quashed their resolution arguing that they did not give Mugagga a chance to defend himself on the accusations and ordered the council to follow the local government act.
On Friday, the town council speaker Vincent Ssebayiga gave the town clerk a chance to defend himself before the councilors and he produced a report claiming that he allocated the allowances for supervision but failed to table evidence that he went to the field.
Mugagga also failed to table evidence on the driver whom he was reportedly paying allowances as well as the whereabouts for agreements and titles for council land. He admitted that land titles got lost but refused to give defense on the matter claiming that the issue is in court.
The Councilor for Kiwogozzi Ward, Suzan Bwanika accused Mugagga of stealing funds that could have been used for garbage collection leading to endless protests from residents due to poor service delivery. Bwanika rejected Mugagga’s report claiming that it lacked evidence and asked fellow councilors to fire him.
Another councilor, Gitta Margaret, said that Mugagga had become a stumbling block to development of the town council. Gitta supported Bwanika’s idea to have Mugagga interdicted.
The Luweero LC 3 chairperson, Charles Ssebyala tabled a motion in the council and eight out of 14 councilors supported the motion which was passed into resolution asking Luweero Chief Administrative officer to interdict Mugagga immediately. Three of the councilors rejected it while four abstained.

Immediately after the resolution, the town clerk walked out in protest before the end of the council session and remained tight lipped when contacted for comment.
