Lukwago Recalls Councilor Benard Luyiga From MUK Council

In late 2011, Lukwago appointed Luyiga as the KCCA representative to Makerere University Council. But the relationship between the two has been growing sour after Lukwago declined to appoint Luyiga as his deputy. Lukwago instead appointed Sulaiman Kiddanddala, the councilor for Kawempe as deputy Lord Mayor.
The Kampala Lord Mayor Erias Lukwago has recalled Benard Luyiga, the Kampala Capital City Authority councilor representing Makerere from the University Council.

In late 2011, Lukwago appointed Luyiga as the KCCA representative to Makerere University Council. But the relationship between the two has been growing sour after Lukwago declined to appoint Luyiga as his deputy. Lukwago instead appointed Sulaiman Kiddanddala, the councilor for Kawempe as deputy Lord Mayor.

In Lukwago’s letter dated April 19th and addressed to Eng. Dr. Charles Wana Etyem, the Makerere University Council chairman, the Lord Mayor claims that Luyiga had never been approved by the KCCA authority, which is a requirement according to the KCCA Act 2010.

Speaking to Uganda Radio Network at City hall on Tuesday, Luyiga claimed that Lukwago’s move is politically motivated. According to Luyiga, Lukwago has no powers to recall him.

Luyiga adds that his next move is to petition Jennifer Ssemakula Musisi, the KCCA executive director who shall have to give a legal position regarding the matter.

Representing KCCA at the University has been helping Luyiga to stay in touch with an institution he represents.  He has also participated in the university guild politics by influencing and participating in campaigns for Ivan Katta, the current Makerere university guild president.

Eng. Dr. Wana Etyem has not commented on this story as he was out of office and his personal telephone was off throughout the day.
