The officials are accused of causing the district a financial loss of more than shillings 1 Billion over the last four financial years.
Adolf Mwesigye, the minister of local government has directed the Inspectorate of Government to investigate five Mbale district officials for alleged corruption and abuse office. They are Bernard Ely Mujasi, the LC V chairman and his deputy Robert Wandwasi, Andrew Mawaje, the CAO , Karim Muliro, District Works and Production secretary, Micheal Jackson Kisolo, the district secretary for education and health and Rajab Namakhola, the officer in charge of water.
The investigations stems from a council probe report implicating the top officials for corruption, influence peddling, abuse of office and breach of the Public Procurement and Disposal of Public Asset regulations among others. The officials are accused of causing the district a financial loss of more than shillings 1 Billion over the last four financial years.
The money was meant for NAADs, infrastructural development, local revenue among others. According to the probe report, councilors accused the officials of under declaring local revenue collection, financial impropriety in procurement and non-remittance of 65% to sub counties.
Members of the probe committee report led by Sam Wojega, recommended the resignation of the implicated officials and a refund of the lost funds. Wojega accuses Mujasi of trying to bribe councilors to block the report from being discussed in council.
//Cue in: “These councilors were called….
Cue out: ……these fellows have got a cause.”//
Mujjasi has declined to comment on the matter. Wojega wrote his findings to the local government minister calling for his intervention in the matter. Adolf Mwesigye, the minister of Local government has asked the Inspectorate of Government to investigate the implicated officials.
In his letter to the IGG, Mwesigye says despite the fact the Probe Committee had no legal basis, it came up with findings which point to irregularities in the district. Muhammed Mafabi, the speaker Mbale District Council has confirmed receiving a directive from IGG stopping him from deliberating the matter in the council.
//Cue in: “So as a matter of procedure….
Cue out: ….the IGG has recommended.”//
Attempts to get a comment from the Mbale Regional Inspector General of Government were futile as he was not in his office when URN visited on Friday. But a source from the regional police headquarter who declined to be named because he is not authorized to talk to the press told URN that a team of detectives from the special investigation unit of the police in Kampala is handling the matter. He claims that several members from the district production department have been summoned for questioning.
