UOC President Banned

The Extra Ordinary Assembly of the Uganda Olympic Committee (UOC) sitting at the Kati Kati Restaurant in Kampala has this afternoon banned their President Roger Hans Ddungu.

This is more misery for Ddungu, who on Friday failed to secure a court injunction to stop the Assembly.

The ban means he cannot even represent Uganda Taekwondo Association as their Chairman and can never be voted again to lead UOC or even represent any Olympic recognized sport in Uganda.

Thirteen member Associations voted for Ddungu’s suspension giving him no chance. The Legal Commission made a lengthy submission on how Ddungu had abrogated the UOC constitution and the International Olympic Committee (IOC) charter by taking his executive members to court.

Members decided that since the constitution stipulates that a ban could be issued against a member who takes UOC to court, Ddungu was banned and all members in the Assembly supported it.

Moses Mwase, a member of the Legal Commission had earlier explained that Ddungu had initially been suspended because of gross misconduct and abuse of office and given chance to defend himself which he failed to do.

Mwase explained among other things that Ddungu had carried out unauthorized renovation of the UOC offices by his company Rio Construction Ltd, unauthorized purchase of return air tickets using his company Jet Tours, and unauthorized purchase of return air tickets with overvalued prices. He is also accused of causing financial loss to UOC, unauthorized expenditure, working in isolation in handling UOC issues, and picking outsiders to represent UOC on international events. Kyambogo University lecturer Catherine Adipo reportedly travelled to China in 2011 on UOC ticket.

The UOC members also picked issues with the appointment of a probe headed by retired Justice George Kanyeihamba without acceptance by the Executive and brining UOC into disrepute because of his wrangles with many bodies like the Ministry of Education and Sports, national Council of Sports, Boxing and Taekwondo.

The Assembly also discussed Uganda's preparations for the forth coming London Olympics. The Secretary General Penninah Kabenge was also cleared of forging Ddungu's signature for nomination for the Award she received in the US.

The UOC constitution provides for the Vice President in charge of Administration to take over when the president is not in office. This therefore means William Blick is in charge of UOC.
