Jinja police is holding one of its own for scandalous behavior in breach of the police disciplinary code of conduct. 33- year-old Daniel Wabwiire, a cop attached to Jinja central police station is being held jointly with Dan Tulilaba, a Boda boda cyclist in Jinja town. He is accused of conniving with Tulilaba to collect human blood from an accident scene for use in witchcraft practices.
Samson Lubega, South Eastern regional police spokesperson says that Dan Tulilaba was seen on Saturday last week by Ali Dhabangi collecting blood from an accident scene on the railway crossing line along Engineer Dhikusooka road. Two people identified as Gabriel Olum, and Florence Musubika had been killed on the same spot the previous day, when a motorcycle they were riding collided with a sugar cane truck.
Lubega says that Tulilaba was pursued by residents who saw him collecting blood in a polythene bag to establish his motive. Tulilaba reportedly told the resident that he was sent by Wabwire to collect the blood promising to pay him shillings 200,000. Lubega says that the matter was brought to the attention of police leading to the arrest of Wabwire.
He says that when detectives stormed Wabwire’s home they found herbs they suspect he was using to practice witchcraft. Wabwire however, denied his involved in witchcraft and sending Tulilaba to the accident scene to collect blood for him. Lubega says that they are holding both suspects as investigations into the matter are ongoing.
He says that Wabwire will be charged with Scandalous behavior contrary to section 14 of the police disciplinary code of conduct. Lubega says once found guilty Wabwire who is at the rank of Corporal could be demoted or dismissed from the police force. Wabwiire has been transferred to Nalufenya police station to face the police professional standards Unit.
