They are Betty Akol Akicoth, Tororo District LC V vice chairperson, Joseph Okware, secretary for finance and administration, Jox Owori Jabwana, secretary for works and technical services and the district secretary for Education and Health John Odoi. The motion to censure the officials was moved by Dan Okware Meshak, the councilor for Mollo Sub County and it was seconded by Tony Okae Ochen, the councilor for Osukuru Sub County.

In his petition, Okware accused the officials of corruption, abuse of office and incompetence. He accused Betty Akol Akicoth, the LC V vice chairperson for lack of the minimum academic qualifications. Jox Owori Jabwana, the secretary for works dismissed the allegations against him saying that they were brought in bad faith. John Odoi, the secretary for health and education apologized for any problems in his department and asked the councilors to give him chance to fix the problems.

Betty Akol Akicoth, the LC V Vice Chairperson pleaded with the members to be sincere with her adding that the move to censure her may also haunt some of them in the future. Akicoth said her image had been soiled yet she had bigger political ambitions ahead. 22 out of the 37 councilors voted in favor of the motion, once it was put to vote by Paul Michi, the speaker Tororo District.

Emmanuel Osuna, the LC V chairperson accused the councilors of crucifying his executive committee members to crucify after serving diligently. Osuna said the censure move was well planned by the councilors and some politicians in the district to frustrate his leadership. He however said that the district is going to continue running normally without interruption adding that he is not moved by the censure because it was based on malice, propaganda and constituency misunderstandings.
