Charles Nsubuga Kiberu, the chief administrative officer Ssembabule district is under fire from councilors for alleged misappropriation of shillings 49 million meant for constructing Kibulala road. Councilors accuse Kiberu of diverting the money in question to his personal use and failure to produce any accountability. Jude Kiganda, the LC V councilor Matete Town council says that last year they passed shillings 49 million for constructing the 13 kilometer road stretch connecting Sembabule to Lwengo district but nothing has been done.
He says that the road is currently in a very sorry state that has forced resident to rise up in protest. This week, angry residents blocked the road and planted on it banana suckers to express their dissatisfaction. Kiganda says that they have repeatedly asked Kiberu to give them accountability for the road money in vain. He appeals to other councilors to join him to compel Kiberu to explain how he used the money meant for the road works. Pheobe Mbeera, the LC V councilor for Ntuusi Sub County says they prioritized work on Kibulala road because it is used by traders but it has almost become impassable.
She has revealed that in the 2010/2011 district budget, they resolved to have this road constructed, but they were surprised to see the financial year elapsing without the road accomplished. Mbeera explains that they have tried to request for a report from Henry Nsubuga, the district works committee chairperson but he has also been dodging them, adding that they suspect he connived with the CAO to misuse the fund. Nyansio Matovu, a resident of Mateete town council says they are fed up with the state of the road.
He wants the district council to force the CAO to pay it back and be put to better use. But David Galabuzi, Sembabule district engineer says that they paid part of the money to Leonard Construction services to clear bushes around major roads in the district. He also explains that they have failed to work on the road because their machines broke down.
Charles Kiberu, Sembabule CAO says that the district budget was under estimated.
He says that part of the money budgeted for roads were spent to fix the road construction unit. Kiberu says; unless the district allocates more funds to the works sector, the roads cannot be repaired by the little balances the councilors want him to pay
